Saadia claims that she's innocent, that Kematu and his men are mercenaries hired by the Dominion to kill her. Kematu claims Saadia is the Dominion agent.Saadia pays more and is telling the truth. You find this out if you side with Kematu because they claim to take her back to hammerfell, when her ashes end up in whiteruns hall of the dead.
