You can target farm it through lost sectors but imo the Vex Strike Force event is the best way to fill out your exotic collection until you get everything. You are correct. The only way to obtain new exotics is legend lost sectors or the legendary campaign. For swarmers they need to be unlocked by completing the campaign on legend then you can grind legend lost sectors for new rolls. Nah you can just get them from the lost sector. Same as it's been for 2 expansions.

No way to predict as they're completely random aside from Thursdays and Sundays when terminal overload overlaps with the incursion zones which disables incursions.
