No, it has nothing to do with pressure; it's strictly time-based.One always trouble shoots then parts NEVER the other way around. #1 check that you have a good blue white spark that will jump a 1/4 inch gap at all 4 of the plug wires. #2 pull the carb drain plug and make sure you have a good steady flow of gas that will fill a pint jar in less then 3 minutes and 2 is even better.

If you have power at pin #30, jumper the relay socket as shown with the red line above, and check the dark green w/ yellow stripe wire at the fuel inertia switch for power.
